The Community Center was buzzing with creative ideas and dialogue. Visions for the Cove ranged from energy (hydro/electric stations for power generation and a water wheel to generate electricity) to nature (a preserve for birds & butterflies and the creation of a planting plan & maintenance group of volunteers - "Friends of the Cove”) and use of natural resources (trails and water access). Ideas on tying the Cove area to Tylerville and the Center of Higganum were also discussed.
Amy Vaillancourt, Licensed Environmental Professional with Tighe Bond, who focuses primarily on state and federally funded brownfields projects, attended the meeting, sharing her knowledge and perspectives. Her input was invaluable as she is currently working with the City of Middletown near the CT River to redevelop the former Remington Rand industrial site into a commercial office condominium complex. CT State Representative Phil Miller (D) and CT State Senator Art Linares (R) both participated in the discussions.
HVG’s mission of empowering the community to achieve its vision of A vibrant center enriched by its heritage, natural resources and a strong sense of community led to a widely attended Action Forum in 2012 that focused on how to begin to achieve the community vision. Action Forum attendees overwhelmingly agreed that the most important step to be taken is the development of a Comprehensive Master Plan for Higganum that incorporates a Comprehensive Natural Resource Plan. Higganum Cove was mentioned again and again as a focal point.
HVG has been working closely with Liz Glidden, Haddam Town Planner, to address this idea. Liz is now leading a group dedicated to the development of a Comprehensive Master Plan that will include the Higganum Cove. This Master Plan Committee anticipates a community planning session to take place in 2014. The Community’s most desired and best use of the Cove will be determined during this session and much of HVG’s visioning work will be available to incorporate in the process.
